 Indian Navy Recruitment 2023: Civilian Personnel and Entrance Test


The Indian Navy is recruiting eligible candidates for the post of Chargeman-II (now Chargeman) for various units in Mumbai, Visakhapatnam, Kochi, and Port Blair. Candidates can apply online via the website www.joinindiannavy.gov.in. It is advised to read the complete advertisement carefully before filling the online application form. 


Abbreviations such as UR, SC, ST, OBC, EWS, and PwBDs are used in the recruitment process. For example, PwBDs refer to persons with benchmark disabilities, including CAT(A), CAT(B), CAT(C), CAT(D & E), and Multiple disabilities. The recruitment process considers abilities such as Sitting (S), Standing (ST), Walking (W), Bending (BN), Manipulation with Fingers (MF), Seeing (SE), Hearing (H), Communication (C), Blind (B), Low Vision (LV), Deaf (D), Hearing Impaired (HH), One Arm (OA), Both Arms (BA), One Leg (OL), Both Legs (BL), One Arm and One Leg (OAL), Cerebral Palsy (CP), Leprosy Cured (LC), Dwarfism (Dw), Acid Attack Victims (AAV), Autism Spectrum Disorder (ASD), Intellectual Disability (ID), Specific Learning Disability (SLD), Mental Illness (MI), and Multiple Disabilities (MD). 


Reservation for SC, ST, OBC, EWS, and PwBDs is available as per the government orders. Reserved vacancies will be filled up separately from the eligible candidates of these categories who are lower in merit than the last candidate on the merit list of the unreserved category. The candidates who are not covered under the scheme of reservation for SCs, STs, and OBCs and fulfill the provisions per DoP&T orders/guidelines indicated in the OM No.36039/1/2019-Estt. (Res) dated 31 Jan 2019 shall get 10% reservation.


The age limit for the post is 18-25 years as of the closing date for receipt of online applications. Age relaxation permissible beyond the upper age limit varies for different categories. Candidates must provide proof of their date of birth via matriculation or equivalent/Birth certificate issued by concerned Education Board/Competent Authority. 


The Departmental Candidates with 03 years of continuous service in Central Government are eligible for five years of age relaxation. Also, persons who had ordinarily been domiciled in the state of Jammu and Kashmir during the period 01.01.1980 to 31.12.1989 are eligible for age relaxation.

The Indian Navy has released an official notification stating the educational qualifications, job profile, and other details for the recruitment of Chargeman posts in different trades. Here is a summary of the notification:


Educational Qualification Requirements:


Candidates should have a degree in Science with Physics or Chemistry or Mathematics from a recognized university. Alternatively, they can possess a diploma in engineering in the appropriate discipline from a recognized university or board.


Candidates with higher qualifications may also be considered if they possess one of the requisite essential educational qualifications mentioned above.


All degrees/diplomas/certificates awarded through Open and Distance Learning mode of education by universities established by an Act of Parliament or State Legislature, Institutions Deemed to be Universities under Section 3 of the University Grant Commission Act, 1956 and Institutions of National Importance declared under an Act of Parliament will be recognized for employment under the Central Government provided they have been approved by the Distance Education Bureau, University Grants Commission.


Candidates must have acquired the educational qualification requirement as on the crucial date of eligibility for the post they are applying for.


Job Profile:


Under general supervision of officers and shop foreman, the Chargeman in the respective trade is required to undertake repairs and refits of ships and submarines equipment and structures both onboard and in the shop floor. They are also responsible for maintaining plant and machinery at the shop floor and supervising and managing their team. The nature of duties specified is not all encompassing and is only indicative.


Remuneration and Service Condition:


Recruited candidates will get pay according to the Level 6 of Pay Matrix of 7th CPC for the post and other benefits, including dearness allowance, house rent allowance, transport allowance, children education allowance, leave travel concession, medical facilities, CSD facility, and other allowances/advances as per extant Govt. of India rules. The recruited candidates will be covered under National Pension System (NPS) of the government unless provided otherwise as per extant Govt. of India rules. The selected candidates will be appointed on probation and are liable to serve anywhere within limits of Union of India, including field locations/remote areas, as and when required, as per extant Govt. of India rules.


Important Dates:


The opening date for the online registration portal is 15th May 2023 at 1000hrs, and the closing date is 29th May 2023 at 2300hrs.


The Indian Navy employs a transparent and fair selection process for recruitment. All applications submitted online will be screened based on eligibility criteria and terms and conditions set by the Government of India. Fulfilling the basic selection criteria does not guarantee an invitation to the online test. 


The computer-based examination consists of 100 objective-type questions based on the syllabus. The test will include questions from General Intelligence and Reasoning, Numerical Aptitude, General English, General Awareness, and knowledge specific to the post applied for. The question paper will be available in both English and Hindi, except for General English, which will be in English only. No negative marking will be applied for incorrect answers. 


If two or more candidates obtain the same aggregate marks, the tie will be resolved based on the candidate's date of birth, with older candidates being given higher placement. If the tie persists, the alphabetical order of the candidates' names will be used to resolve it.


Candidates with disabilities, including visually impaired, orthopedically handicapped, and those whose dominant writing extremity is affected, may be eligible for compensatory time and the use of a scribe. However, question papers will not be provided in Braille for visually impaired candidates.
